La orden autorizaba a los funcionarios de aduana, con apoyo de un alguacil, para registrar cualquier residenciao barco en busca de artículos de contrabando, sin necesidad de precisar ni el lugar ni los bienes. En la década de 1760, los colonos rechazaron la legalidad de dichas órdenes, las que constituyeron un motivo de queja importante en los años anteriores a la guerra de independencia de los Estados Unidos de América.
